My own ideas will be bolded

• Scarecrow-Air- The element of avoidance, of attempting to be untouchable. Also the underestimated element, the one you wouldn’t expect to come to any harm pushing around. As well as his gas being easily adaptable to this element. 
• Riddler- Fire but he would always use lightning- It would let him power all his machines and he’s a very lively sort of person. 
• Poison Ivy-Water(swamp/plant)

• Two Face- Water- with Dent always using water and Two-Face always using ice, I feel like that reflects how fluid he is between the two and the balance that he was able to keep for so long.

That could work. I always saw Jonathan as fire, mostly because in my headcanon he has a horrible temper which I associate with most firebenders.

I feel like bullying a firebender to the extent that he was would have been rather impossible. I feel like air would be perfect for how helpless he always was, and underestimated. Also Aang was terrifying when he got mad because he made those gale force winds.  

Though Eddie as a metal bender would make a lot of sense actually, because it requires a lot of talent. My only thing is being an Earthbender means being very solid and commanding and well Eddie is… not. 

Unless he was like Zuko when he was little and couldn’t really firebend.
